| REGULATION
On holding the V-World Amputee Football Championship in Tashkent
city from October 3 to October 8, 2003.
1. PURPOSE AND TASKS
The 5th official World Amputee Football Championship among world’s
national teams is being held with the motto “Let’s change minefields
to football fields” and is aimed at:
- Agitation and propaganda of football as a means of rehabilitation
and organization of leisure of invalids/amputees;
- Development of international links among amputee sportsmen;
- Defining the best national teams of the world from among amputee
football players.
2. ADMINISTRATION OF HOLDING THE COMPETITION
Holding the football tournament is administered by the State Committee
for Physical Culture and Sports of the Republic of Uzbekistan.
The control of the competition process is carried out by Secretary
General of International Amputee Football Federation.
3. COMPETITION PARTICIPANTS
Only the teams of countries who confirmed their participation no
later than the deadline (August 8, 2003) will be permitted to take
part at the competition.
The invited teams are: Russia, Ukraine, Brazil, Tanzania, Sierra
Leone, Gana, Uzbekistan.
4. PLACE AND DATE
The competition will be held in Tashkent city from October 3 to
October 8, 2003.
Arrival date: October 2
Departure date: October 9
5. TERMS OF COMPETITION AND DEFINING WINNERS
Games of the tournament will be held in open sports arenas of
60x40 m. The gate size is 5x2 m.
The competitions will be held according to the football game rules
worked out by IFFA in 1998 and which are obligatory for holding
competitions in official world amputee football championship.
The number of players in the teams during the game is 7 persons
(6 in the field and a goal keeper). The number of players on reserve,
including the goalkeeper, is no more than 9 persons. The change
of players will be done with no break of games. A player can join
the team only after another team member leaves the field. The player
who was replaced with another can change once more and join the
game again. There is no limit for the number of changes. Once a
team violates the policy on the number of team players, the team
will have a two-minute penalty. The duration of each time is 20
minutes, with a ten-minute break between them.
The competitions are held in round robin system in one round.
The places of teams are defined according to scores earned by teams.
Winners get 3 points, draw – 1 point, and defeat 0 points.
In case two teams have equal scores, the preference will be given
to the team which has greatest number of victories in all games.
If the rate is equal, the advantage will be given according to:
· The results of games among themselves;
· The difference and number of goals;
· On the best difference of goals and missed balls.
In the case of absolute equality in all above mentioned rates, places
of teams are determined on casting lots.
6. RESPONSIBILITIES OF PLAYERS, COACHES AND REPRESENTATIVES
Attempts related to removing players as well as repeated warnings
(2 yellow cards), will result to disqualifying of players for following
tournaments for:
· insulting referees and their assistants until the end of the tournament;
· Intentionally hurting a member of competing team results to disqualification
for 3 games. In case of injuring the opponent team members, the
player who violated this rule will be disqualified for the rest
of the tournament and/or for a one-year period;
· For resulting a fight and/or coming to blows in the field, before,
during or after the match, will be disqualified from 3 games to
the rest of the tournament;
· For spitting towards the opponent, referee, official, or audience
will be disqualified for 3 games;
· If the game is stopped because of misbehavior of any team member,
the team of the player will be considered defeated with 0 : 3 score.
If the game is stopped because of both teams, in this case, both
of them will be considered defeated with the same 0 : 3 score.
7. THE REGISTRATION ORDER OF COMPETITION PARTICIPANTS
Upon arrival to Tashkent, the participating teams are required
to submit following documents to panel of judges:
· The invitation letter from Organizational committee (Uzbek State
Sports Committee);
· Request letter confirmed by any healthcare agency;
· Photo of the team;
· Passport and any other identification document;
The request letter may include 15 players, and the total number
of people in the delegation should consist of 17 persons. There
mustn’t be any request letter during the tournament period.
8. JUDGEMENT
The judgment of the competition will be carried out by the panel
of judges confirmed by the organizational committee.
9. RECEPTION AND PAYMENT POLICY
The expenses on receiving the teams and their living expenses (food,
housing, local transportation, prizes) during their stay for the
period of October 2 – 9, 2003 will be covered by the Organizational
committee.
The official delegation of each national team should not exceed
17 persons. The delegation exceeding 17 persons will be responsible
to cover living expenses for the persons during their stay in Tashkent
The air-travel expenses to and from Tashkent must be covered by
the delegation itself.
10. REWARDING
The winner team will be rewarded with a Cup, medals, and the diploma
of 1st level.
The teams taking 2nd and 3rd will be rewarded with medals, and diplomas
according to their levels.
The organizational committee has the right to determine best players
in accordance to their positions (goal keeper, assailant, midfielder
etc.).
